The idea of strong artificial intelligence (AI), which contends that a properly constructed computer is capable of having real mental states and comprehending language in the same way as people do, is introduced by Searle at the outset. Searle suggests the Chinese Room thought experiment as a means of disproving the idea of powerful AI.

Imagine a foreigner with no knowledge of the Chinese language sitting by themselves in a room. A guidebook that connects strings of Chinese characters with strings that represent proper responses may be found in that room along with several boxes holding cards with various difficult Chinese characters inscribed on them. Chinese speakers can ask questions or send other messages through a slot on one side of the room, while people in the room can respond through a slot on the other. A kind of computer program is being used in the room by the person utilizing the manual to convert one string of symbols entered as ‘input’ into another string of symbols released as ‘output.’ 

Even if the guy in the room is a skilled message processor, as demonstrated by the fact that his responses always make perfect sense to Chinese speakers, according to Searle, he still isn’t aware of the meanings of the characters he is manipulating. Real understanding cannot, therefore, be achieved with simple symbol manipulation, in contrast to powerful AI. Computers simulate intellect, but they do not actually display it, like the human in the room.

According to Searle, this situation is comparable to how computers work. They manipulate symbols without real comprehension using syntactic norms. He elaborates that semantics and a genuine understanding of meaning require more than syntax alone. He argues that the main features of human cognition that machines lack are consciousness and intentionality, or the subjective experience and significance of mental experiences.

Even while not all mental states are deliberate, according to Searle, they are all conscious, or at the very least theoretically capable of being conscious. In fact, according to Searle, the idea of an unconscious mental state is illogical. He contends that since consciousness is fundamentally a biological phenomenon, it is theoretically impossible to create a conscious computer (or any other non-biological entity). 

The Chinese Room argument, in Searle’s opinion, exposes the limitations of purely computational methods and refutes the notion that robots are capable of true understanding. Robot Reply: The Robot Reply argues that contact with the physical world and embodiment is necessary for true comprehension. It implies that true comprehension might develop if the person in the Chinese Room were replaced by a robot that could physically interact with its environment, for example by perceiving objects and manipulating them. Supporters of this response contend that the robot’s capacity to interact with the environment via sensors and actuators may serve as a foundation for meaningful knowledge. In opposition to this, Searle argues that communication cannot always be achieved through physical contact. The robot would still be manipulating symbols according to syntactic rules without actually understanding what they mean, just like the individual in the Chinese Room.

Brain Simulator Reply: The Brain Simulator Reply suggests that knowledge may be attained if a computer program that simulates the functions of the human brain were used in place of the Chinese Room. Supporters of this response contend that the computer program could duplicate the cognitive processes and states related to comprehension by replicating the relevant brain connections and processes. Searle disagrees with this argument, claiming that brain simulation is not the same as real comprehension. Other Minds Reply: The Other Minds Reply is based on the premise that we assume other people are intelligent based on their actions. Supporters of this response contend that since we attribute comprehension to others without having access to their subjective experiences, we ought to do the same for the individual in the Chinese Room based solely on their actions. In response, Searle emphasizes the difference between knowledge and the understanding to which one attributes comprehension based on observed behavior. He contends that although a person’s outward behavior may be a reason for assuming that they understand others, this does not mean that they actually do. The individual inside the Chinese Room may give proper answers, but they don’t actually understand Chinese.

Many Mansions Reply: There may be several levels or types of comprehension, and the individual in the Chinese Room may have a lesser level or a different type of understanding, according to the Many Mansions Reply. Supporters of this response contend that while the individual in the Chinese Room might not display the same level of comprehension as a human, they might nonetheless have a restricted or imperfect understanding. 1. As regards the first claim, it seems to me quite obvious in the example that I do not understand a word of the Chinese stories. I have inputs and outputs that are indistinguishable from those of the native Chinese speaker, and I can have any formal program you like, but I still understand nothing. For the same reasons, Schank’s computer understands nothing of any stories, whether in Chinese, English, or whatever, since in the Chinese case the computer is me and in cases where the computer is not me, the computer has nothing more than I have in the case where I understand nothing…
